In the late 1980s, the Aberdeen Royal Hospital's NHS Trust introduced a series of human resources strategies designed to create cultural change at all levels of the organization. A raft of HR systems and procedures including performance management, customer care training, problem solving and measures to improve internal communications were launched. This programme assesses how well this strategy of change prepared the organization for further market pressures and to what extent the strategy had endured in the late 1990s.
